Economics, Finance and Inequality themed programmes

Contract: Permanent

The Finance and Operations Manager will support Economics, Finance and Inequality themed programmes, foster cross-department working in support of strategic objectives and supervise the Programme Officer.

Key responsibilities include:

 

Operations Management and Coordination

  • Hosting regular Programme Officer team meetings for the Economics, Finance and Inequality themed programmes, fostering an environment in which colleagues can engage with each other and share knowledge across programmes and work streams.
  • Providing leadership and support for the administrative team to work effectively. Proactively resolving issues arising with donors and clients.
  • Coordinate with operations staff across the institute, including through membership of the POMA Committee and attending coordination meetings as necessary
  • Representing the department in various ODI internal fora, such as the Operations Coordinating Group, and other ad-hoc groupings (e.g. Finance, business processes review etc.)
  • Supporting programme staff in the ongoing management of major contracts, including the $7.1 million Bill and Melinda Gates Foundation grant to the Growth Poverty and Inequality, Development Strategy and Finance and Public Finance and Institutions programmes.
  • Supporting senior management with relationship management, and advising component leads as required.

 

Financial management

  • Tracking, coordinating and reporting on financial information flows, and working with Programme Managers/Officers and the finance team to ensure accuracy, timeliness and consistency.
  • Report on the health of Economics, Finance and Inequality themed programme finances to Managing Director
  • Supporting Programme Managers/Officers to ensure the correct and effective set up of financial management systems, and providing advice on more complex projects where needed.
  • Supporting programme managers/officers with more complex proposals and bids, in particular to the development of budgets and other financial issues (e.g. exchange rate adjustments etc)
  • Providing technical support to Programme Managers, Programme Officers and Programme Assistants on financial processes, donor compliance, contractual matters, project monitoring and donor reporting, and coordinate the year end consolidation of programme/project finances.

 

Business Development

  • Maintain oversight of business development processes, including:
  • Supporting the preparation and submission of major bids (for example larger multi-year projects involving more than one programme) and proposals, including:
    • Coordinating between researchers within the institute and central departments as needed.
    • Lead the process of the preparation of certain significant, complex or strategically important bids and proposals, which involves developing budgets and tailoring technical documentation.
    • Supporting programme managers/officers with more complex proposals and bids, in particular with regard to the development of budgets and other financial issues (e.g. exchange rate adjustments etc)
  • Working with ODI’s commercial development team to facilitate information sharing, and maximize support available to programmes.

 

About you

  • Knowledge and experience of coordinating proposals, reports and donors and knowledge management
  • Knowledge of international development policy issues
  • Extensive knowledge of financial management
  • Entrepreneurship and ability to quickly progress unanticipated business opportunities
  • Excellent strategic thinking and ability to plan multi-year projects and programmes
  • Ability to work across multiple constituencies
  • Advanced IT skills including excel, word, outlook, PowerPoint and databases
  • Ability to write well and to prepare reports with minimum supervision
  • Multitasking skills in a high-pressure environment
  • Exceptional planning and execution skills
  • Ability to work to own initiative with minimum supervision
